I have Myneres Syndrome which can cause that, but I can hear my heart beat in my ears(which is very annoying). I would recommend going to an Ear, Nose and Throat Specialist and they can put you on medication that might help. They told me to decress salt intake so soaking your toe won't make it worse.

you need to see an ear doctor about that, it sounds like tinnitus which is ringing in the ears and usually a sign of hearing loss.

A ringing in your ears is caused by a mineral deficiency and you can get rid of this ringing by taking a few vitamin supplements such as zinc and kelp. I have had the ringing in the ears thing too and taking kelp and zinc helped it go away. You can also drink a mineral supplement if you want. If you are soaking your foot in epsom salt, I don't think this will attribute to the ringing.
I hope this helps you and that this goes away soon for you. :)
